Carroll Valley Sewer and Water Authority Receives $700,000 H2O PA Grant for WWTP Upgrade

On August 17, 2020, the Carroll Valley Sewer and Water Authority (Authority) received notice of a $700,000 H2O PA – Water Supply, Sanitary Sewer and Storm Water Projects Program (H2O PA) grant to support necessary upgrades and expansion at the Carroll Valley Wastewater Treatment Plant (WWTP) located in the Borough. The grant will help offset costs associated with the replacement of decades-old facility equipment and a planned expansion. Specifically, funds will be used for the construction of a new dewatering ready control building and installation of a new ultraviolet (UV) disinfection system and UV building (Project) that will ultimately allow the Authority to provide more reliable service to its current users, as well as anticipated future users resulting from regional economic development.

David Hazlett, Borough Manager stated, “On behalf of the Authority, we would like to thank Representative Moul and Senator Mastriano for their support of this critical infrastructure project. The safe and efficient handling of sewage disposal activities is paramount to preserving the health, safety, and welfare of the residents served by the Authority.”
The Project is crucial to the Authority’s ability to provide safe, cost-effective, and reliable wastewater treatment service to its customers. The Carroll Valley WWTP was constructed in 1970, originally designed to treat wastewater from the old Charnita Ski and Golf resort facilities. The WWTP, which is now a public system, is reportedly outdated and inefficient. To be able to efficiently treat the current load while preparing for future growth, the Authority will begin a full WWTP upgrade project which can now be advanced expeditiously with the grant funds received.

Representative Dan Moul commented, “Carroll Valley will be implementing the latest technology in wastewater treatment, thereby improving service to existing customers and will be better situated for future growth. I am happy that my advocacy was heard, and that this important infrastructure grant was approved.”

The H2O PA program provides for single-year and multi-year grants for the construction of drinking water, sanitary sewer and storm sewer projects; the construction or renovation of flood control projects; and the repair or rehabilitation of high-hazard unsafe dams. The program is extremely competitive.
