Chief Richard L. Hileman II
Chief Hileman came to work for Carroll Valley in March,
1992 as a patrol officer. In 1993, he was promoted to Patrolman
First Class and assigned as the Department's Criminal Investigator. In
1994 Chief Hileman was issued a letter of commendation by the York/Adams
chapter of Mothers Against Drunk Driving for his dedicated work in DUI
enforcement. In 1996 Hileman was recognized by the Adams County
Victim/Witness program and Safe Talk, Inc. for his service to victims of
sexual assault and their families. After serving for a little more than
three years as Detective, Hileman was reassigned to command the
Department as the acting Officer-in-Charge. In July 1997, Hileman was
named Chief of Police.
In the 1995-6 school year Chief Hileman started the
Fairfield School District D.A.R.E. drug education program, which he
still teaches today.
Chief Hileman entered law enforcement in May, 1989,
serving an internship as a Summer Patrol Officer with the Rehoboth
Beach, DE, Police Department. For the following two years Chief Hileman
served as a 9-1-1 Telecommunicator with the Franklin County, PA
Department of Emergency Services. In February 1992, Chief Hileman
graduated Valedictorian from the Indiana University of Pennsylvania's
Municipal Police Academy at Shippensburg University. The Chief has also
worked part-time as a University Police Officer for Penn State
University at Mont Alto.
Chief Hileman is originally from Chambersburg, PA,
though he and his wife Susan, an educator in Frederick County Public
Schools, now call Carroll Valley "home."

Corporal James W. Powers, Jr.
In September 1995, Officer Powers joined the Carroll
Valley Borough as a part-time Patrolman. In January 1996, Powers was
promoted to full time Patrolman. In July 1997 he was promoted to
Patrolman First Class. In February, 2001 Powers was promoted to Corporal
of Police. The Corporal also teaches in the Department's D.A.R.E.
program.
Powers, a graduate of the Indiana University of
Pennsylvania's Municipal Police Academy, started in Municipal Policing
as a part-time officer with the Washington Township Police Department in
Franklin County. Powers is also an eight year veteran of the
United States Marine Corp and served a tour in Bosnia as IFOR
Peacekeeper while a Army National Guard Reservist.
CPL Power left on military leave in May of 2006 and served in Iraq with the US Army Reserves.
Powers returned in January 2008 to again serve the citizens of Carroll
Valley and Fairfield.
CPL Powers, while originally from Ohio, now makes his
home in Carroll Valley with his children and wife Donna, a 9-1-1
Coordinator with the Adams County Department of Emergency Services.

Patrolman First Class Clifford J. Weikert
PFC Weikert came
to work for Carroll Valley in June of 2001. Carroll Valley was
his first full-time police position.
Patrolman
Weikert received a commendation of gratitude for exemplary service and
a job well done on March 12, 2002 from Mayor James Becraft for a
vehicle stop that led to a discovery of a significant amount of
marijuana.
In
January and February of 2003 Carroll Valley and the Fairfield area
were being plagued by a rash of evening burglaries that had Carroll
Valley Police strengthening the early evening patrol. In
February Patrolman Weikert located, pursued and caught a suspect in
these incidents. From this initial arrest, jurisdictions in
several PA counties and the State of Maryland have been able to link
burglaries to the man Weikert arrested and the investigations
continue. In recognition for Patrolman Weikert's work on this
case and on recommendation of the Mayor and Chief of Police, Weikert
was promoted to Patrolman First Class by Borough Council in March
2003.
Patrolman Weikert
attended Gettysburg High School where he was best known for his time on
the gridiron. After high school he attended Lycoming College in
Williamsport to study Business. After two years he transferred
to Randolph-Macon College in Virginia where he received his BA degree
in Business Economics and a Minor in Accounting in May of 2000.
In May 2001,
Weikert graduated from the Indiana University of Pennsylvania's
Municipal Police academy where he was the Vice-president of his class.
Weikert started part-time at Gettysburg Police Department and
Cumberland Township Police Department right out of the academy. In
July 2007, Chief Hileman assigned PFC Weikert at the Department's
Detective, making him responsible for the criminal investigation
component of Department operations.
Detective Weikert
is originally from Gettysburg, but now resides in the Fairfield
Area with his wife, Stephanie, an Intensive Care RN in Frederick,
MD.

Patrolman Ryan E. Eiker
Patrolman Ryan Eiker returned to take a full time
position with the Department in July 2007. Ptlm. Eiker served the
citizens of Carroll Valley from 2003 to 2005 as a part-time officer
before leaving to work for the Borough of Gettysburg.
Eiker was decorated by Borough Council with a Class I
Commendation in December of 2004 for his work on the December 3, 2003
fatal pedestrian accident that took the life of a 78 year old Waynesboro
woman on Main Street in Fairfield Borough. The driver of the
vehicle was convicted of Homicide by Vehicle DUI Related.
Eiker is a life long resident of the Gettysburg area.

Patrolman Daniel M. Lanious
Patrolman Daniel M. Lanious joined the Department in a
part-time position in February of 2007 and is helping to fill in for CPL
Powers while he is serving his country in Iraq. Lanious previously
worked locally for Liberty Township.
Lanious has proved a capable traffic enforcement officer
and has been working hard to make the roads of Carroll Valley and
Fairfield a bit safer for the motoring public.

Jo Ann Myers, Administrative Assistant
Jo Ann joined the Borough staff in March of 1995
as an Administrative Secretary. In January 1997, she was appointed
Administrative Assistant to the Police Department. Since then Jo
Ann has become an invaluable member of the Department. Jo Ann's
wide range of secretarial support allows the officers spend more time on
proactive, community policing and less time buried in paperwork. Among
other things, Jo Ann maintains the Police Department's vacation house
checks, citation entry and tracking, the Ski Liberty equipment theft
program and animal complaint program.
In 2006 she received a Chief's Commendation for her work coordinating
the Department's first ever National Night Out program in the park. Jo Ann brings to the Police Department several years of
criminal justice administration experience from Carroll County, MD.
There she served as District and Juvenile Court Secretary with the
State's Attorney Office as well at the Liquor Control Board and Zoning
Appeals Office in Westminster, MD.
While originally from New Windsor, MD, Jo Ann now lives in
Carroll Valley with her husband Tim and her son Josh.
