James W. Powers, Jr. 
Corporal
In September 1995, Officer Powers joined the Carroll Valley Borough as a part-time Patrolman. In January 1996, Powers was promoted to full time Patrolman. In July 1997 he was promoted to Patrolman First Class. In February, 2001 Powers was promoted to Corporal of Police.
Powers, a graduate of the Indiana University of Pennsylvania's Municipal Police Academy, started in Municipal Policing as a part-time officer with the Washington Township Police Department in Franklin County. Powers is also an eight year veteran of the United States Marine Corp and served a tour in Bosnia as IFOR Peacekeeper while a Army National Guard Reservist.
CPL Powers, while originally from Ohio, now makes his home in Carroll Valley with his children and wife Donna, a 9-1-1 Dispatcher with the Adams County Department of Emergency Services.
