STANDING COMMITTEE'S
Finance
The
Finance Committee monitors the fiscal affairs of the Borough and
makes recommendation on any issues affecting the Borough's
finances. This committee participates in the preparation of the
annual Borough budget (prepared by the Manager). The Finance
Committee reviews capital expenditures recommended by the staff
and the other Council committees. This Committee participates in
the preparation of annual updates to the Capital Improvement
Program and makes recommendations to Council for review and
approval. It also reviews the monthly accounts payable.

Parks, Recreation and
Environmental Advisory
This
committee's major area of responsibility is to guide the
planning and development of a municipal parks system, which
includes the creation and maintenance of a plan for present and
future recreation opportunities or services. This recreation
planning is to include all age groups.
This
Committee shall work with the Adams County Green Ribbon
Committee on Parks, Recreation and the Environment and the
State's Department of Conservation and Natural Resources to
develop programs that benefit the Borough of Carroll Valley.
This
Committee shall provide input and review the Capital Improvement
Program for Parks and Recreation, which shall include all new
park and recreation infrastructure improvement projects. These
requests shall be forwarded to the Borough's Finance Committee
for inclusion in the Borough's Capital Improvement Program.
In
addition to the above described duties and responsibilities,
three members of the Committee shall be designated as
Environmental Advisors to the Borough Council and shall perform
all the duties and advisory functions vested in it by law, Act
of the General Assembly. No. 148. 1973. (53 P.S. 11501 et. seq).

This
Committee serves in an advisory capacity to the Mayor who
directs all police activities.
The
Committee receives and attempts to resolve complaints, hear
suggestions, proposals and concerns from citizens, public
officials, department heads, and other interested persons,
concerning issues related to police services.
This
Committee is concerned with all responsibilities, duties and
policies of the Borough's police force. They serve as a direct
link with the Mayor and Borough Council.
The
Committee also acts in an advisory capacity to the Borough
Council on issues related to Fire Services, Code Enforcement,
Emergency Management, Parking, Special Events, and Public Safety
generally.
The
Mayor will be an ex-officio member of the Committee.
The
Committee will report to the Council through the Mayor on all
police-related matters and directly to the Council on other
issues.
